Lando just doesn't have the experience we need in a time like this. We have a Rebel Alliance constantly threatening us and trying to destroy the Empire such as the terrorist attack at Yavin that blew up the Deathstar...

I have to disagree with Bible here. West Pot has been the overwhelming force in the PRU for the last two years. We have been the team to beat, and if anything those pesky rebels at North Bay struck a blow against our plans to be the ultimate power in the universe.
